The speaker of the legislative Assembly of Sevastopol Alexey Chaly explained its withdrawal liability before the voters for weak progress in the economy due to the lack of professionals in city government.
SEVASTOPOL, 29 Dec. The head of the legislative Assembly of Sevastopol Alexey Chaly during the session of the legislative Assembly of Sevastopol on Tuesday said he resigned as Chairman of the regional Parliament. His decision was motivated by the failure of the program of development of the city legislature and the Executive. The decision to resign must meet the MPs, roan will remain a member of Parliament.

The speaker of the legislative Assembly of Sevastopol Alexey Chaly said during his speech at the session of the regional Parliament that his resignation is connected with responsibility before the voters for weak progress in the economy due to the lack of professionals in city government.
“You clearly see what’s happening on the streets and what happens in the economy. That is, from my point of view, there is no progress. Moreover, from my point of view, the situation is even worse than a year ago because a year ago there were resources, people, on which were pinned some hopes, and which had the relevant professionalism”, — said Chaly.
He recalled some resignations of officials — professionals in city government, and about the difficulties of implementing the concept of development of Sevastopol.
“It should be responsible the person who headed the party list, declaring such purpose I’m. On the basis of paragraph 6 of article 13 of the law of the city of Sevastopol No. 35-AP removed from itself powers of the Chairman of the Legislative Assembly of Sevastopol”, — said Chaly.
The promise of Executive power
Disappointing economic situation in Sevastopol, Chaly thinks should lead to personal responsibility to the voters of the first party list of the party “United Russia” of the city – its (number one of the list) and the Governor of Sevastopol Sergey menyaylo (number two in the list).
“I wish the person who took the second number in the list, and which under the same program were elected and had much more authority than I, for the implementation of this program, the same critical approach to the evaluation of its activities and to make the analysis and the corresponding conclusions”, — said Chaly during his speech at the session.
The reaction of the Governor
The news about resignation of the Chairman of legislative Assembly of Sevastopol Alexey Chaly caught the Governor Sergey Menyailo during his working trip to Sevastopol.
He called the decision Chaly unexpected resignation, stating that he knows more about the situation. Later, the press Secretary of the Governor Cyril Moskalenko quoted reaction Menyailo, where he called the statement by Chaly emotional and urged him to work together for the betterment of the city.
“I’m Alexei Mikhailovich (Calomo) treat with respect, but something tells me that once again played emotions. Not the first time I call Alexei Mikhailovich to work together for the benefit of Sevastopol and its inhabitants”, — said Menyailo.
New candidate yet
United Russia don’t have a new candidate for the post of head of Parliament after the resignation of Sevastopol Alexei Chaly, said the head of fraction ER in legislative Assembly Vyacheslav Aksenov.
“The decision on the resignation of Alexei Mikhailovich (Chaly) was a surprise to us, until the candidacy of the new Chairman didn’t say,” said Aksenov.
He noted that from a legal point of view to replace Chaly to the post of Chairman, each member may, but comparable figures among 24 deputies, 22 of them members of the “United Russia”, no.
The decision to resign Chaly will be taken by deputies at the session in January, said Vice-speaker of the city saxomania Catherine Altybaeva. Alexey Chaly was one of the leaders of the “Russian spring” which launched the process of return of Crimea to Russia in 2014. After the beginning of Pro-Russian rallies in Sevastopol he got so strong support among the local population that he began to call “people’s mayor”. In early April 2014 legislative Assembly of Sevastopol Chaly appointed acting Governor for the transition period. This position he held until April 14, when he resigned his authority, and by decree of the President of the Russian Federation took the former Deputy commander of the black sea fleet Sergey meniailo.
In an interview on December 25 Chaly negatively answered the question whether he has the desire to try the forces on elections in the state Duma in 2016. Then he stressed that he was not interested in the position of the Federal policy, especially the Deputy of the state Duma.
