The increase in the number of cars on gas fuel will reduce budget expenditures for the purchase of fuel and improve the environment, according to the authors of the bill, deputies from the LDPR .
MOSCOW, 10 Jan. The government does not support the abolition of vehicle tax for cars that run on natural fuel, believing that this step may lead to reduction of incomes of subjects of the Russian Federation, stated in the opinion of the Cabinet.

The bill prepared by the deputies from LDPR Anton Ishchenko, Sergey Karginov and Ivan Suhareva, amending article 358 of the Tax code of the Russian Federation. The draft law is prepared with the aim to stimulate the transfer of vehicles to gas fuel in Russia. According to the authors of the initiative, increasing the number of vehicles on gas fuel will reduce budget expenditures for the purchase of fuel and improve the environment.
The government in the conclusion to the document notes that the transport tax and excises on oil products, is one of the sources of local road funds.
“The implementation of the bill would entail a reduction of a profitable part of budgets of subjects of the Russian Federation, as well as road funds of subjects of the Russian Federation”, — noted in the Cabinet.
At the same time, in the explanatory note to the bill emphasizes that the development of measures on transition to the use of motor fuel are not repeatedly discussed at the highest level since 2004. Thus, the decree of the RF government dated 13 may 2013 was requested to develop a set of measures aimed at expanding the use of gas fuel.
Power of the subjects recommended lower tax rates of vehicle tax for cars that use natural gas as a motor fuel. But due to scarcity of sub-Federal budgets, the tax rate was reduced only in some regions — only in nine regions, it reduced primarily to entities engaged in the transportation of passengers and Luggage by transport of General use.
The government believes that the question of tax privileges for transport tax should be decided in the regions. “The legislative (representative) bodies of subjects of the Russian Federation in accordance with article 356 of the code (Tax code — ed.) are entitled to establish privileges for transport tax. Thus, the issues of establishment of tax privileges for certain categories of taxpayers can be resolved at the level of subjects of the Russian Federation”, — said in the conclusion.
In this case, the Cabinet has some comments to the text of the draft law, for example, to identify sources of compensation of a shortfall in revenues of the budget system of the Russian Federation in case of cancellation of the transport tax for cars on gas.
