In the Council on human rights believe it is important not to politicize the process of election observation, write “Izvestia” with reference to the head of the HRC under the President of the Russian Federation Mikhail Fedotov.
MOSCOW, 11 Jan. Representatives of Supervisory organizations acting as “foreign agent” will be included in a special monitoring group for the elections of 2016, reports the newspaper “Izvestia” on Monday.
As recalled by the publication, at the meeting of the first Deputy of the presidential administration Vyacheslav Volodin, head of the Council on human rights under the President Mikhail Fedotov, held at the end of 2015, it was decided to create a special monitoring group for the elections of 2016.
As says the publication, under current law, the elections can observe any non-governmental organizations that are not foreign agents. Representatives of imagenow will join the group as physical, not as a legal entity. It is reported that, according to human rights defenders, this will allow for more objective monitoring of competition, openness and legitimacy in the elections without violations of the electoral legislation.
The head of the HRC Mikhail Fedotov, confirmed to the newspaper that the Council intends to create a special monitoring group, which will include as members the HRC and representatives of observer organizations, recognized as foreign agents.
“It is important to note that the composition of the monitoring group of Supervisory organizations will include those who will not politicize the process of monitoring and election observation. These will be independent people who will give unbiased information designed to assist in the protection of the constitutional rights of citizens”, — quotes the edition of the movie.
The head of the HRC also noted that the Council has never been a principle, if observers recognized foreign agents or not.
According to the publication, the recommendations of the HRC, which will be crucial for the monitoring group, will be developed at a special Council meeting tentatively in March. At the same time will be identified and the regions, in which controls from the monitoring team will conduct the members of the Council for human rights and staff NCOs performing functions of “foreign agent”.
As reported in the HRC noted that the crucial will be the fact that the participants of the monitoring group cannot, and will not attempt to influence the election results.
“Members of the monitoring group is not going neither to stand nor to vote, nor to participate in campaigning for certain political forces, so no problems should arise. All these issues will be discussed in the framework of the Council for human rights estimated in March. However, the exact date is not possible”, — the newspaper quotes Fedotov.
