MOSCOW, January 15. The Chairman of state Duma Committee for security and combating corruption, United Russia member Alexander Khinshtein sent a formal request to the Minister of agriculture of the Russian Federation Alexander Tkachev, which asked, did the Minister’s statement concerning possible conflict of interest in his actions and took measures for its settlement.
In the letter, a copy of which is at, the MP recalled that on 30 November last year a meeting was held Tkachev with the faction “United Russia” in the state Duma. During the discussion, “in particular, I have a question was raised about a possible conflict of interest due to the fact that Your close relatives are the founders of a number of commercial entities engaged in agricultural activities,” wrote Khinshtein.
“Answering my question, You promised within a month self-initiate consideration of the presence or absence in Your actions conflict of interest by submitting the relevant application to the government of the Russian Federation or the government of the Russian Federation, – says the Deputy. In this regard, please inform about the fulfilment of the promises and of the measures taken by You to resolve the conflict of interests, in accordance with the requirements of Federal laws”.
The Deputy Chairman of the Duma Committee explained that, under article 10 of the Federal law “On combating corruption”, under the conflict of interest refers to a situation in which personal interest of officials may affect the proper performance of his official duties. Personal interest refers to the ability to generate revenue in the form of money, other property or any benefits the person representing the position involving the duty to avoid conflict of interests. The existence of property, corporate or other family (including kinship) relationships determines the opportunity.
In addition, in accordance with article 19 of the Federal law “On state civil service”, to resolve the conflict of interests in the civil service should be created the Commission for the resolution of conflicts of interest, concluded thereafter.
