Transfer of functions administration of customs payments from the Federal customs service (FCS) to Federal tax service (FTS) is an event that has been awaited since due to the imperfections of existing customs procedures, the budget is losing large sums, said the Chairman of state Duma Committee for security and combating corruption Dmitry Gorobtsov (“Fair Russia”).
Earlier Russian President Vladimir Putin signed a decree according to which the FCS along with the Federal alcohol market regulatory service will be the responsibility of the Ministry of Finance. Previously these agencies were subordinated directly to the government. The Prime Minister of the Russian Federation Dmitry Medvedev at the meeting with the President was informed about the prepared draft decree according to which the Federal tax service becomes responsible for a single mechanism of administration of taxes, customs duties and insurance contributions to state extra-budgetary funds.
“This is an expected event to which we walked long enough. We are deputies, it is the people who actively worked on the task of improving governance in the sphere of state regulation, first of all, customs. This was done by our working group of high level on the elimination of losses due to inefficient administration in the customs sphere,” said Korniyenko.

The message to the Federal Assembly, President Vladimir Putin declared that from-for “grey” schemes at payment of customs duties, excise taxes on alcohol, tobacco and petrol, oil and lubricants budget annually loses hundreds of billions of rubles.
“Now the biggest challenge, in my opinion, to prevent significant leakage of funds outside the Russian Federation, it is necessary to quickly block the channels,” Korniyenko added.
