MOSCOW, January 18. The Chairman of the Federation Council Committee on international Affairs Konstantin Kosachev considers absolutely the right decision not to request credentials for the Russian delegation at the January session of the parliamentary Assembly of the Council of Europe (PACE).
“The current decision not to request credentials for the Russian delegation at the PACE session in January I think it is absolutely correct,” the Senator wrote in his blog on Facebook. According to him, in another case “now this authority would be certainly challenged”.

The Senator noted that Russia is ready to restore dialogue with PACE, “but as equals and with mutual respect”. “With the understanding that the Russian parliamentarians represent the will of their constituents is exactly the same, as do the MPs any other countries represented in PACE,” he said.
The head of the international Committee of the Federation Council added that if will prevail, “the wisdom and common sense in the European policy”, the Russian party may request the authority and at the next sessions – in April, July or October. “Credentials at a later date may be requested, if this will develop all the necessary circumstances. And the PACE rules of procedure that allows, know for sure,” said the parliamentarian, previously several years heading the Russian delegation in PACE. “Time works for the restoration of dialogue of parliamentarians, and it will show the right way,” he concluded.
According to the speaker of the state Duma Sergey Naryshkin, has decided not to apply for participation of the Russian delegation in the PACE session in January, which will be held in Strasbourg on January 25-29.
The official letter to the head of the PACE Anne Brasseur signed by the speakers of both chambers of the Russian Parliament Sergei Naryshkin and Valentina Matvienko emphasized that the Federal Assembly of the Russian Federation is ready to resume work in PACE in case of observance of the rights of national delegations.
