Under the bill, State Duma deputies and Federation Council members are encouraged to confer powers to make legislative initiatives to the Parliament of the region from which they were elected.
MOSCOW, 19 Jan. The bill on the law of state Duma deputies and senators to introduce initiatives in the parliaments of the regions they represent, submitted to the Duma.
The amendment was prepared by the Deputy of LDPR Jan Zelinsky.
“It is proposed to legislatively empowered the deputies of the State Duma and the Federation Council of the Federal Assembly of the Russian Federation, elected and nominated by the subject of the Russian Federation, legislative initiatives in the legislative bodies of the subject of the Russian Federation”, — stated in the explanatory Memorandum.
The author of the bill believes the current law that the state Duma deputies and Federation Council members have no powers to make legislative initiatives to the Parliament of the region from which they were elected or who represent in the Senate.
“There is a paradox: citizen elected or nominated to the Supreme legislative body to represent the interests of the subject of the Russian Federation, but, at the same time, there is no feedback to the region in terms of working with legislative activity in the Russian Federation. Occurs the infringement of the rights of deputies to the State Duma before deputies of legislative bodies of subjects of the Russian Federation”, — said Zelinsky.
