GORKI, January 19. Prime Minister Dmitry Medvedev proposed to consider the possibility of granting the regions the right to independently determine the appropriateness, timing and mechanism of the transition in payments for utility services for electricity in connection with the forthcoming introduction of the calculation of the tariff depending on the consumption of electricity.

“Obviously, you can, at least, to give the regions the right to make their own decisions about the feasibility, mechanism and timing of the shift in payments for utility services for electricity, with appropriate norms. On the whole it seems correct, to me anyway, that such decisions were made at the regional level”, – said Medvedev at a meeting on topical issues of socio-economic development of the country.
The Prime Minister noted that currently prepared and underwent public discussion the draft decree of the government, which planned to introduce the procedure of calculating the tariff for electricity for the population depending on the consumption.
“As demonstrated by public debate, and we were really getting held and seriously, this subject matters to people, really care about. There are complaints of citizens, there are addresses and deputies, the governors on this occasion, as well as the results of the so-called pilot projects in some regions. Some regions made those decisions,” said Medvedev.
According to him, the issue should be further discussed at the meeting, to determine and make the necessary changes in legislative acts.
“This subject, by the way, as well as several other important topics, we will soon discuss in the forum, dedicated to urban environment, housing and utilities services, which suits the “United Russia”, – said Medvedev.
