The leader of the faction “Fair Russia” Sergey Mironov, the head of the Duma Committee on budget and taxes Andrey Makarov (“United Russia”) and the first Deputy head of the faction “Fair Russia” Mikhail Emelyanov took the lead in “the Rating of legislators” in the second half of 2015.
The investigation was conducted by the Foundation Institute for socio-economic and political studies (ISAPI) and the Centre for the promotion of lawmaking.
“The rating of legislators” — the quantitative study of the legislative work of deputies of the state Duma, the results of which are published twice a year — at the end of each parliamentary session. The research methodology takes into account not only the number of deputies of legislative initiatives or approved laws, but also their social significance.
“The three leaders shared “the rating of legislators” at the end of the penultimate session of the state Duma of this convocation was the leader of the faction “Fair Russia” Sergey Mironov, the head of the state Duma Committee on budget and taxes Andrey Makarov (“United Russia”) and the first Deputy head of the faction “Fair Russia” Mikhail Emelyanov,” say the study authors.
Fourth position – the head of the faction “United Russia” Vladimir Vasilyev, the fifth – the head of the constitutional Committee Vladimir pligina.
Last rating was headed by United Russia, the Makarov, the second and third places were taken by former head of the Committee on health, and now Senator Sergey Kalashnikov (LDPR) and the Chairman of the Committee on civil, criminal, arbitration and procedural legislation Pavel Krasheninnikov (United Russia).

Authors rating note that due to the transition of the state Duma in election mode and the use of the parliamentary rostrum by the opposition to promote their programs, opposition MPs lead by the level of legislative activity. But we are talking only about the statistics of the submitted bills, and their social weight, without consideration of their outcome.
The first four places on activity was taken by the deputies of “Fair Russia” Sergey Mironov and Oleg Nilov, who hold their positions for the second consecutive session, Mikhail Emelyanov and Alexander Ageev. On the fifth place in the activity of the Communist Valery Rashkin.
At the same time, United Russia was marked by the most active and productive work in the committees of the state Duma bills on second reading. The top three for the work on the laws of “budget package” was a United Russia — the head of the Duma Committee on labor, social policy and veterans Affairs Olga batalina, head of the budget Committee of the Makarov and the first Deputy Chairman of the Committee on labor Mikhail Tarasenko.
The quality Committee works with the other laws of the session, outside the framework of the “budget package”, the best were also the representatives of “United Russia” — Pligin, Makarov and the head of the Committee on Finance Nikolay Gonchar.
The opposition the most effective work in the committees were noted: the Communists Sergei Gavrilov and Boris Kashin (outside the “budget package”), Vera Ganza, Nikolai Kharitonov and Oleg Smolin (the “budget package”); in “Fair Russia” — Anatoly Aksakov and Alexander Chetverikov; in the LDPR Yaroslav Nilov.

The authors of the ranking note that in the second half of 2015 on the activities of the deputies were highly influenced by the factor of the approaching elections to the Duma, which has impacted the statistics and the results of the legislative process. These trends can be disseminated at the start of the last session of the state Duma of the current convocation, the researchers said.
Top 10 important legislation
ISAPI and support Center analyzed 514 legislative drafting parliamentary bills.
Of these, the most socially productive was a consensus bill to impose concessions on contributions for capital repairs of housing, initially proposed “Fair Russia” and then modified with the participation of “United Russia”.
The following positions are bills that expand social guarantees and benefits for certain categories of citizens. It is about creating “an accessible environment” in the construction and repair of buildings; on free travel for cadets and cadets of military schools to the holiday; on the distribution of the status of combat veteran soldiers involved in the conflict in Tajikistan. Three of them were developed by the “United Russia”, one — “Fair Russia”.
The top 10 also included the draft laws of the “United Russia” about deprivation of mandates of deputies of all levels for failure to file declarations of income, an increase four times the standard tax deduction for parents of children with disabilities, and also on the extension to 2016 of the action of the anti-crisis norms in the sphere of public procurement to curb prices in the procurement of essential drugs.
Ninth place is sectarian bill on the development of the Institute of commercial and industrial chambers in the Russian Federation, the tenth – also approved a draft law simplifying obtaining permission for temporary residence in Russia for the citizens of Belarus.
Anti-crisis theme
In the legislative work of the deputies continued to gain in strength crisis of the social component, which will be for the main parties in the elections, experts say.
At first the plan on the number of new initiatives came the problems of housing and communal services and overhaul, first of all, the efforts of the “Fair Russia”. Increased activity of MPs in support of business and economic anti-crisis measures. Almost three times more often now MPs are making initiatives in agriculture and the food sector.
Gained popularity proposals to support motorists and other drivers. Remain among the priorities of parliamentary issues of social security and social justice, the protection of the financial and consumer rights of the citizens.
At the same time, the authors noted that the socio-political issues are no longer the priorities of the MPs. Very popular only the amendments to the law on elections and the status of elected persons and the problems of development of judicial system and protection of the rights of the accused and the accused.
The quality of work
Experts note that in autumn session 2015 has deteriorated significantly the quality of the deliberation of deputies ‘ bills.
About 19% of the initiatives put forward by the deputies were withdrawn or returned because of non-compliance of the rules and the Constitution of the Russian Federation. That is, deputies often make social bills that require additional spending budget, without the agreement of the government of the Russian Federation.
The highest proportion of unexamined initiatives – Alexey Didenko (LDPR), a group of Communists led by Valery Raskina (CPRF) and Oleg nil (“Fair Russia”).
However, due to the decreasing quality of study and the increasing number of financial initiatives not backed by the deputies was reduced, the share of parliamentary bills adopted at least on first reading.
