MOSCOW, 21 Jan. A group of deputies of all factions in the Duma introduced a bill to impose criminal liability for the illegal expenditure of funds of the budget for informing about the activities of bodies of state power of subject of the Russian Federation, stated in the database of the lower house of Parliament.
The government supports this bill with regard to the revision, the conclusion of the Cabinet.
The authors of the bill are deputies Alexander Burkov (a just Russia), Mikhail Degtyaryov (LDPR), Olga Timofeeva (United Russia) and Alexander Yushchenko (CPRF).
The bill is aimed at restricting misuse of expenses of budgets of subjects of the Russian Federation, is often spent on regional economic development and ensuring social well-being of residents, and the promotion of regional authorities, the authors note.
It is proposed to introduce the prohibition for public authorities, directly or indirectly, to carry out the cost of informing about its activities, except related to the provision of public services, and in the cases established by Federal laws.
According to the draft law, the expenditure of budgetary and extra-budgetary funds for such illegal information will be punishable by a fine in the amount from 100 thousand to 300 thousand roubles or imprisonment for the term up to two years. The same act committed in especially large size, would be punishable by a fine in the amount from 200 thousand to 500 thousand rubles or imprisonment for up to five years.
Large amount shall be the amount of budgetary funds exceeding 1.5 million rubles, and especially large size — 7,5 million rubles.
