The draft law on civic chambers of the subjects was the result of joint work of the Federation Council, Public chamber of the Russian Federation, said Andrey Klishas.
MOSCOW, 26 Jan. The Federation Council plans on Wednesday to introduce a bill regulating the activities in the subjects of the Federation of civic chambers of regions, said on Tuesday at a meeting of the Committee of Federation Council on constitutional legislation Andrey Klishas.
“The legislative process on this bill will serve the Federation Council. At its first meeting during the spring session 2016 will be considered by the relevant decision of the chamber,” he said.
According to the Senator, the bill on civic chambers of subjects is the result of joint work of the Federation Council with the Public chamber of the Russian Federation.
“The Federation Council and Public chamber of the Russian Federation for quite a long time jointly working on a draft law governing the organization of the activity of public chambers of subjects of the Russian Federation. There have been many joint events where we heard thoughtful suggestions and comments, which were incorporated in the draft document,” said Klishas.
He also stressed that this issue was discussed at a meeting of the Council under the speaker of the upper chamber for cooperation with civil society institutions, during which participants expressed their agreement that the existence of such a law “will help development of mechanisms of public control in the regions and will enhance the status and standing of the Institute of social houses”.
The draft Federal law is aimed at the production of uniformity in the approaches to the formation and activity of public chambers of subjects. At present these approaches in different regions, the developers of the document. According to them, the legal regulation framework for the operation of regional public chambers at the Federal level will allow to ensure the effectiveness and independence as well as equal legal status.
The bill aims to establish legal, economic and organizational basis of activities of the regional public chambers, the basic principles of their formation and functioning, requirements to candidates to members of the public chamber. It is also intended to determine the legal status of the parties, their mutual rights and obligations.
Klishas noted that the draft law is to grant the ability of regions to independently clarify some of its provisions.
