MOSCOW, January 27. Deputies of the state Duma from the Communist party Yuri sinelschikov and Alexander Kulikov offered to return the confiscation of property as additional punishment for grave and especially grave crimes. The bill Communists placed in the electronic database of the state Duma.

In November last year a bill on the confiscation of property of convicted persons for grave and especially grave crimes has made the Communist Vadim Soloviev. The next day with a similar legislative initiative was made by the Deputy of the state Duma Sergey Ten (“United Russia”).
Sinelshikov and Kulikov point out that confiscation of property existed in Russia before December 2003, and then was removed from criminal law and replaced by a system of fines. Now the confiscation of property acts as a measure of criminal law nature.
According to deputies, it does not allow “effectively to contain the continuing growth of serious and acquisitive crimes and does not match identified in the national security Strategy of the country priorities in the fight against crime”. The Communists believe that the confiscation of the property in its current form does not eliminate the economic incentives to conduct criminal activities, as the income from it, even after a guilty verdict are, as a rule, at the disposal of criminals.
“In this regard, the restoration of the Institute of confiscation of property as additional punishment for committing the most dangerous of grave and especially grave crimes, is justified, timely and meets the national interests of the state”, said Parliament in the explanatory note to the bill.
On the eve of President of Russia Vladimir Putin at a meeting of the Council for countering corruption demanded to take strict actions on withdrawal and conversion to the state of property of corrupt officials. “We need to improve such anti-corruption mechanism, as the withholding and the appeal to the state property purchased with illegal or dubious money, including taking into account international norms,” he said.
