MOSCOW, January 27. The Prime Minister of the Russian Federation Dmitry Medvedev has informed that has signed the Strategy for developing housing until 2020. “I want to inform that I have just this strategy has been signed”, – he said, speaking at the plenary session of the forum “Urban development: shelter and housing” that holds the “United Russia”.

According to the press service of the government, the document defines the main directions of the state policy and normative legal regulation in the sphere of housing and communal services. To them, in particular, include: the management of apartment houses; capital repair of common property in apartment buildings; dilapidated housing stock; regulated activities in the field of heat supply, hot and cold water supply, wastewater and municipal solid waste management.
Among the key directions of the strategy indicates the formation of active and responsible owners of premises in apartment houses, have every right to make decisions regarding their homes and real possibilities of realization of these rights, as well as a certain level of responsibility for decisions.
In addition, the strategy focuses on the development of entrepreneurship, strengthening of the competitive environment and attracting private investments in the sphere of housing and communal economy, improvement of the system of relations between owners of premises in apartment houses, managing organizations and utilities providers, as well as generally improving energy efficiency in the industry.
The Prime Minister at the forum also recalled the stormy discussions about the necessity of introduction of licensing management companies of apartment buildings. “Experience has shown that it was absolutely the right decision. Now the people who live in apartment buildings, there is a real opportunity to replace unscrupulous provider of housing and communal services”, – he noted.
Medvedev added that during the discussion on this topic was an initiative, “how to simplify this process (replacement of an unscrupulous management company – approx.TASS) for consumers, to reduce the term of the new licences in those management companies that do not work with any one house up to 6 months or up to 1 year”. “I think 6 months is enough to understand who is who. I support this idea and I will instruct the government to work”, – said Medvedev.
According to government documents, the housing and utilities sector is one of the basic sectors of the Russian economy, providing people with vital services and provide the industry with the necessary engineering infrastructure. Annual turnover in the sphere of housing and communal services exceeds the 4.1 trillion – more than 5.7% of the gross domestic product of Russia.
The growth of tariffs of housing and communal services
The increase in utility tariffs in July will amount to no more than 4% on average in the country, Medvedev said.

He recalled that two years ago on the forum on a similar topic in Chelyabinsk have made a promise to limit the growth of fees for utilities until 2018 at the level not higher than inflation. “This year’s increase, which will take place July 1, will amount to no more than 4 percent on average in our country”, – assured Medvedev.

The Prime Minister stressed that to advance in this field need to heed the demands of people. About the new calculation of energy tariffs
The introduction of a new procedure for calculating tariffs for electricity in the entire territory of the Russian Federation will be rescheduled for 2017, said the Prime Minister.
He recalled that a few years ago in several regions of Russia launched the experiment of introducing a new calculation procedure for electricity depending on consumption. “We planned to introduce everywhere the practice from 1 July 2016. A week ago I called a meeting with fellow party members, Ministers, where is that question on energy tariffs were discussed. In the end, I decided to postpone the introduction of the new procedure of payments for 2017, in addition, to abandon the idea of a single fixed monthly fee”, – said Medvedev.

“I support the proposal to protect accumulated funds (contributions to maintenance) from inflation due to the accrual of market interest. According to the Prime Minister, the proposals of the participants of the forum will form the basis of the election program of the party “United Russia”.
“The results (of the forum) the moderators will prepare a proposal that will be the basis of my instructions to the government of the Russian Federation and not only, I want to underline, – said Medvedev. – In the future, your best ideas will be included in the electoral program of the party “United Russia”.
He added that the document is planned to accept in the second stage of the party Congress in June. “With this program we go on elections to the State Duma and 38 of the legislative Assembly,” he concluded.
