Astrocalculator elections in the district will be much more expensive than elections in the constituency where the level of competitiveness is significantly less, said the Vice-President of the Russian Association of political consultants.
MOSCOW, 28 Dec –. The preliminary cost of elections in single-member constituencies to the State Duma may amount to 100 million rubles, said Tuesday the Vice-President of the Russian Association of political consultants Peter Bystrov (RAPC) at a press conference.
“One hundred million rubles is the average figure, which will constitute the budget of the campaign the winner in single-member district, however, it should be noted that the County district discord, one subject, say, the Chechen Republic, the strife with another person, for example, St. Petersburg, or Sverdlovsk region” — said Bystrov.
He said that in professional environment there is such a thing as “lack of competitiveness” and the elections in astrocalculator district will be much more expensive than elections in the constituency where the level of competitiveness is much smaller.
Bystrov also gave an example, based on the elections to the Moscow city Duma in single-mandate constituencies held two years ago that, in his opinion, may be deemed to be “a certain analogy to elections in the state Duma”. “If we consider this example, we will see that the most expensive election campaign were in the County, where the most acute political competition — this is the County where he represented the Lord Kats, Forty, Baburin. Almost every one of them the cost of an election campaign exceeds the average cost of the winner in single-member district for elections to the Moscow city Duma,” — said Bystrov.
“So, if we are talking about 100 million rubles, it is a kind of average figure and I would have introduced the factor of competition from 0.5 – 1.5, i.e. it is possible that there will be constituencies where campaigns can be rather cheap and to win enough of the half that”, said the analyst.
Such areas as the Yamal Peninsula, Belgorod region, subjects of North Caucasus, the Kemerovo region, the analyst took the cheaper ones, explaining that they have rather low level of political competition.
At the same time, according to the analyst, in some districts of Moscow, Petersburg, Ekaterinburg, Chelyabinsk region, Nizhny Novgorod region, perhaps this figure will be much larger. “I would suggest a ratio of 1.5,” said Bystrov.
