MOSCOW, 2 Feb. The expenditure budget of the state program of development of agrarian and industrial complex of the Russian Federation in 2016 may decrease by 9.3% to 215,018 billion to 237 billion rubles. The relevant draft government resolution was prepared by the Ministry of agriculture of the Russian Federation.
The project proposes to amend the state program of development of agriculture until 2020.
In the previous version of the programme, the programme funding for the current year was set at 258,14 billion. Then due to the economic deterioration of Russia’s Federal budget expenditures were reviewed. In the current version of the budget expenses on the state program of agricultural development for 2016 of $ 237 billion.
In 2016 the Cabinet of Ministers of the Russian Federation in connection with the fall in oil prices has taken a decision on optimization of the budget. The Ministry of Finance was to get the proposals to cut spending on unprotected articles by 10%. The final initiative for the adjustment of the budget planned to the end of the first quarter.
According to the amended state program, government spending on development of agricultural sector in 2017 is planned at the level 300,227 billion rubles, in 2018 — 324,028 billion in 2019 — 337,775 billion and 350,364 billion in 2020.
In addition, the decree adjusts the volume of the programme funding for 2015, bringing it into line with the law on budget for 2015 “with consideration of means of the Federal budget allocated to the Ministry of agriculture according to the plan of priority measures for the sustainable development of economy and social stability in 2015”.
According to the project, the costs of agro-industrial development programme in 2015 amounted to $ 231,225 billion. Thus, in 2016 the budget financing of agriculture can be reduced by 7% compared with the previous year.
“The project is placed in view of the planned adjustments in the optimization of the Federal budget by 10%”, — have informed in a press-service of the Ministry of agriculture of the Russian Federation. The Ministry also noted that the document includes the programme of rules of granting and distribution of grants that were previously approved by separate decisions of the government.

Financing crop production, it is proposed to cut up to 59.23 billion compared to a budgeted 63,683 billion, i.e. by 7%. The planned budgetary allocation for the crop in 2017 — 75,24 billion rubles, in 2018 — 81,802 billion in 2019 — 87,274 billion, in 2020 — 90,803 billion.
Funding for the development of livestock is to be reduced by 10.3% to 34,311 billion. The planned volume of budget expenditures in 2017 — 39,785 billion rubles, in 2018 — 37,932 billion in 2019 — 35,158 billion, in 2020 — 330,668 billion.
In beef cattle this year, can be directed 8,708 billion rubles (6.8% less than planned), in 2017 — 10,788 billion rubles, in 2018 — 11,65 billion in 2019 — 12,567 billion, in 2020 — 13,607 billion. The cost of dairy farming in the current year may be reduced by 4.4% to 25,421 billion rubles, in 2017 — to make 42,275 billion rubles, in 2018 — 45,426 billion in 2019 — 49,333 billion in 2020 — 51,826 billion.
Support small businesses in the current year may be reduced by 23,3% to 10,684 billion, the financing of technical and technological modernization — 13.9%, to 1,776 billion. The Federal targeted program on sustainable development of rural territories will receive 9.9% less — n 14.383 billion rubles, a program of land reclamation is 12.9% less 7,617 billion.
The costs for the development of vegetable production may decline by 9.4% to 4,813 billion roubles, on support of breeding, breeding and seed production — by 4.3%, to 8,163 billion, on the development of wholesale distribution centres and infrastructure of the system of social power — on 5,8%, to 4,458 billion.
