MOSCOW, 5 February. Campaigning on the eve of the primary elections United Russia will last until 21 may. This was stated by the Secretary of the General Council “United Russia” Sergei Neverov, speaking at the party Congress.

He stressed that, according to the draft regulation, participation of less than two debates will be ground for disqualification of the candidate from participating in the primaries. The debate will be held from April 2 to may 15 on Saturdays and Sundays.
According to Neverov, the organising committees should be formed in the regions until February 10. From 15 February to 10 April should complete a nomination and registration of participants in the primaries. The counting Commission must be formed before March 1. Federal organizational Committee will be formed by Congress.
Neverov noted that the governors will not have to participate in the preliminary vote on the selection of candidates for Duma elections (primaries) of the “United Russia”.
“We stipulate that there is no need to participate in the procedure of preliminary voting governors”, he said. “Because we understand that this is a man who possesses in the region of support that is higher than every (other)”, – said Neverov.
Previously Neverov has informed that the party discussed the issue of release of heads of subjects of the Russian Federation of the primaries. According to him, such position is based on the understanding that, “when the Governor goes (in the primaries), it is undisputed in this region a leader.” “But we would like to see voters coming (in a preliminary vote on the candidates), focused not on the participation of governors, and to participate in this line of leaders of public opinion, chose one of them “, – pointed Secretary of the General Council of the party.

According to a member of the Presidium of the party of Viktor Kidyaev, in the upcoming elections to the state Duma, the party will put at the head of the regional lists 5 governors.

“There is such a thing as moral clarity and, it seems to me that there were cases when people lost and decided to go with independents,” said Neverov.
According to him, is important, “when in the primaries will win one, while others will support him and not flee to other parties to fight against him, losing in the procedure of preliminary voting”.
“It seems to me that if the members voting “on the banks” would have agreed on the moral principles of the procedure of preliminary voting, conditionally signing a Memorandum it is impossible to register the position – then we would welcome it, voters would have seen that the people took to the competition”, – underlined Neverov.
He noted that the primaries cannot be allowed not only convicted, but committed administrative offences under articles related to the spread of extremist materials.
“In the draft provision provides that in the preliminary vote are not eligible to participate, not only those convicted, but also subjected to administrative punishment for Commission of administrative violations stipulated by articles 20.3, 20.29 of the administrative code for public propaganda and demonstration of Nazi symbols and the production and distribution of extremist materials”, – said Neverov, touching amendments to the draft provisions on the conduct of the primaries.
The single voting day will take place on 22 may from 8.00 to 20.00 local time.
