MOSCOW, 6 February. The Prime Minister of the Russian Federation, the Chairman of United Russia Dmitry Medvedev will speak Sunday at a party Congress where they will share their vision of the current situation in the country and will outline the challenges facing United Russia during the election period.

The two-day forum, which represents the first step of pre-election Congress of “United Russia”, started in Moscow on 5 February at the site of ENEA. In its agenda, in particular, preparation of the main theses of the election program of the party and the approval of the regulation on primaries, which resulted in the second phase of the Congress – in June – we will compile a list of “United Russia” on elections in the state Duma.
Plans for the Congress
“(Saturday) I will be making nekuracky the report of the Chairman of the party, which will try to illuminate our current life, our economic problems, social problems, tasks that the party goes for elections, inner-party document preparation software, with which we will go to elections,” – said Medvedev yesterday at a meeting in Gorki with candidates in the Higher and General councils of United Russia.
He noted that before the “party forum great challenges”. “We need to consider how to develop party life, to prepare for elections to the State Duma, in other authorities”, – Medvedev listed.
The Prime Minister also called important upcoming re-election of the governing bodies of the party United Russia, which should be updated by about a third.

Among the tips that Medvedev gave his fellow party members – to communicate with voters, speaking to them in “normal human language” and explaining the reasons taken by the authorities decisions. According to the Chairman of “United Russia”, “direct communication with people is the key to victory.”

The key to the success of the whole country, the Prime Minister believes that having a common goal in society. “When our country became strong? Not in the period when all was well in the economy, although this is important. And in the period when we shared when we had a common goal, then our country has risen to unprecedented heights,” said the Prime Minister. “Solidarity is a key thing and “United Russia” as the ruling party must promote national solidarity as a binding country of the moment”, – said Medvedev.
As for the economy, then, according to the Chairman of the ruling party and the government, Russia should use low oil prices to change the structure of the economy. Medvedev believes that their restoration to previous levels will only lead to the fact that the authorities will relax again. “So this heavy torque (low oil prices – approx.) need to use it,” he said, noting that now the share of Federal revenues from oil and gas decreased from 70 to 45 percent.
The authority of Russia in the international arena, believes Medvedev, should be based not only on the defensive capabilities of the country, but also on its economic and intellectual advantage. “Of course, we must build a strong country, which is correctly perceived in the international arena, followed by you believe in, who has authority,” said the Chairman of “United Russia”, adding that its own capabilities in the field of defence Russia is not going to reduce.
Party primaries
Approval of the regulations on the primaries (the primaries for the selection of candidates for elections) will be a key issue of the second day of the party forum. Before the Congress the draft document underwent a long process of discussion and agreement with regional and local party branches.

It is assumed that the primaries will be held across the country on may 22 (Sunday), and it will be opened 20 thousand polling stations. The primaries will be a secret and rated, i.e. each voter can vote for one candidate, but for multiple in each list.
Directly on the eve of the primaries in March-April and candidates will meet with voters and other campaign events. Victory in the primaries will be a mandatory condition for inclusion of a candidate in the election list of “United Russia”, an exception will be made only for the governors.
Elections of the state Duma of the seventh convocation will be held on 18 September, for the first time in many years they will be conducted under a mixed system: half of deputies – 225 – will be elected on party lists and half in single-mandate constituencies. Along with the Federal will hold regional and municipal elections, owing to the combination of these campaigns, the September election will be the most ambitious in recent years.
