MOSCOW, 5 February. Candidates that will be included in the Federal part of the electoral list of “United Russia” on elections in the state Duma will be determined at the party Congress in June. This was stated by Secretary General Council of United Russia Sergei Neverov, acting on the first part of the party Congress, discussing the draft provisions on the conduct of preliminary inner-party voting by selection of candidates for elections (primaries).
“In the situation in which we prescribed a participation in the primaries of our territorial groups, our regional lists, our single-mandate constituencies,” he explained.
As for the Federal part of the list, the question in her composition “will address Congress in June,” said Neverov.

He recalled that the Federal part of the list “may include at least one person (maximum by law, Federal money may include up to 10 candidates – approx.)”. “Therefore, the decision on the formation of the Federal list will be adopted by Congress,” said Secretary General Council of United Russia.
Answering the question of whether to participate in the primaries the party leader, Prime Minister Dmitry Medvedev, Neverov said that “Medvedev will not participate in the primaries in the region.”
However, according to Neverov, in fact, the delegates to the June Congress will be “the electors … for the part (list), which is Federal.”
Early voting will be held across the country on may 22. It will be secret and rating. As explained earlier Neverov, from participating in primaries will be liberated by the governors.
Elections of the state Duma of the seventh convocation will be held on 18 September, for the first time in many years they will be conducted under a mixed system: half of deputies – 225 – will be elected on party lists and half in single-mandate constituencies.
In June, after the official elections in the state Duma, “United Russia” will hold the second phase of the pre-election Congress, which approves the list of candidates.
