TVER, 9 February. You must ensure that the production in Russia of 40 thousand freight cars in 2016, said the head of Minpromtorg Denis Manturov at the meeting on the support of transport engineering.

“To stabilize the situation, we need to ensure that the production this year is not less than 40 thousand cars, to maintain profitability,” he said.
By the end of 2015, enterprises of the Russian Federation produced more than 29.9 thousand freight cars.
In addition, Manturov said that following consultations with market participants the discount when buying a new car is defined at the level of 300 thousand rubles for the car. On subsidies to buyers of new cars will have 7 billion.
There will also be continued subsidizing of expenditures on paying interest on loans obtained for the purchase of innovative cars allocated 1.8 billion rubles.
About the zero VAT on long-distance transportation
The zero VAT on long-distance transportation will allow Federal passenger company (FPC, “daughter” RZD) further order of the Tver carriage works (TVZ) 45 double-deckers, also said Manturov.

“If we resolve the issue of zero VAT on passenger transport, FIC sees the opportunity this year to deploy additional TVZ of about 45 double-deck cars. Thus, in a systematic manner, starting with 2017 and subsequent years, passenger company (FPC – approx.) get the sources of financing for the annual renewal of its fleet in the amount of not less than 370 cars”, – said the Minister.
Manturov has reminded that in 2016 FPC is planning to purchase a TVZ 186 passenger cars, including the 74 – storey.
Earlier on the feasibility of zero rates of VAT on long-distance transportation was stated by Russian Railways. At the end of 2015, the government decided to reduce the rate from 18% to 10%.
On the purchase of locomotives
JSC “Russian Railways” (RZD) can refer to 68.8 billion rubles for the purchase of locomotives in 2016, including 29 billion rubles from its own funds, said Manturov.
“This year you gave an instruction to work out funding (from the Fund – approx. ed.) of 39.8 billion rubles, plus RZD additionally provides your funds in the amount of 29 billion rubles., – said Manturov, referring to Prime Minister Dmitry Medvedev. – Unfortunately, today, this issue is not resolved, but we expect that it will soon be formalized”.
Railways in 2016 plans to buy 500 locomotives.
