Russian diplomacy: from povety to departments
The roots of domestic “foreign service” leave much deeper into the story. Suffice it to recall the visit to Constantinople in 838 year, when Rus was first presented at the court of the Byzantine Emperor as an independent state. Among the major milestones – and “the great Embassy” of Peter the Great 1697-1698. “Strong influence of Russia on the development of international relations was accompanied by the strengthening of foreign-policy system, the establishment of permanent relations with most European States, the modernization of management of the Ministry of foreign Affairs,” said depodesta in before the holiday
For the first time the current name – Ministry of foreign Affairs – appeared in September 1802, the head of the Agency was called the Chancellery – the second after the Emperor’s face. Many foreign policy victories, as well as the development of the negotiating country is obliged to Calero Alexey Gorchakov – graduate “first convocation” of the famous Tsarskoye Selo Lyceum (by the way, and Alexander Pushkin at the time worked in the foreign policy arena). Gorchakov after extremely disadvantageous and even hurtful for Russia the outcome of the Crimean war (1853-1856 years) managed to lead the country out of international isolation and returned to its position of military sea power.
With far then, the “Posolsky prikaz” domestic diplomatic service has repeatedly changed its name – Board, Ministry, the Commissariat, the Ministry again, but how it works has always remained the same – serving the Homeland, defending interests abroad.
These days
Progress, new information technologies appeared, including the source of world instability. Originated in the social networks as the desire of peoples for a better life the so-called “Arab spring”, alas, led not only to regime change but also the growth of terrorism and extremism. Then there was “Maidan”, the hysteria about “the intensification of Russian military activity in the Euro-Atlantic area”. However, challenges and threats have not gone away: the deployment of the US ABM in Europe, the Arab-Israeli problem, the wave of the economic crisis, the breakdown of old values and the imposition of models from outside is alien to new.
The reasons are as old as the world – claims of exclusivity, “set of winners” in the cold war, believing in the ability to retain “controlled chaos”.
According to the Russian foreign Minister, Sergei Lavrov, last year was difficult. “He will be remembered for, apparently, further intensifying global competition for influence on the ongoing processes of change and the formation of a new international system”, stated the Minister.
Such position the Minister of foreign Affairs of the Russian Federation has led to attempts, on the one hand, to slow down an objective tendency of forming a more equitable multi-polar international system, to retain its dominance in world Affairs, to impose its will. On the other, “still fought a growing desire to direct this competition is civilized and put at the forefront of working together to counter common to all the challenges,” Lavrov said.
The year was successful, but tragic. Managed to untie the perennial host to the Iranian nuclear issue, to create the stage for peace talks on Syria. Russia will not forget a terrorist attack in the skies over Sinai and the mockery of a Russian pilot shot down by Turkey su-24.
Not to forget the lessons of the past to the present
This year Russia will mark such anniversaries as the 75th anniversary since the start of the great Patriotic war, the 70th anniversary of the beginning of work of the Tokyo international Tribunal and the completion of Nuremberg. “The obvious importance of further efforts to counter attempts to distort and revise history and the outcome of the war, to diminish the role of our country in achieving Victory and post-war settlement, to rehabilitate and heroize Nazis and their accomplices”, – said the Russian foreign Ministry.
