MOSCOW, February 15. President of the Russian Union of Industrialists and entrepreneurs (RSPP) Alexander Shokhin has proposed to Russian President Vladimir Putin a number of types of insurance to transfer from the jurisdiction of the state on the level of self-regulation.
“We believe that such types of insurance as insurance against accidents and occupational diseases, it is also possible to transfer from the jurisdiction of the state-level social partnership. The trade unions support this idea, we too, could this type of insurance to such a mode of self-regulation and responsibility of the social partners”, – said Shokhin.
Speaking about the changes in the administration of insurance payments in social off-budget funds, the head of the RSPP expressed concern of the business community that “through the prism of the ease of administration of insurance payments can be increased real burden on business, the fiscal burden”.
In particular, he explained that the burden on business will increase if thresholds are eliminated for the calculation of sivanesan (now with higher wages employers pay their workers less to the Pension Fund).
“We felt that if the thresholds are eliminated, we will have the total contribution to the Pension Fund and the social insurance Fund to cut somewhere in the 2.5-3 percent, did not change the tax burden. But at the same time, we believe that where possible, it needs insurance principles to maintain, yet, apparently, it is premature to say that this scheme has been exhausted”, – said Shokhin.
According to him, “it would be correct to install from your address to the Federal Assembly of neobychainyi fiscal burden in the broad sense of the word and not just a tax on business”.
He also added that business is ready “not only to take responsibility on management of Fund of social insurance of occupational diseases and accidents on production, but in particular, and a number of other functions, employers can take”.
