MOSCOW, February 19. A group of deputies of all fractions led by the head of the Committee on constitutional legislation and state construction Vladimir Mr Pligin introduced the state Duma a draft law, clarifying the notion of “political activity” for non-profit organizations (NPOs).

As stated Pligin to journalists, the main amendments made to the law “On noncommercial organizations”. “Introduced a draft Federal law defining the forms of political activity… Given a complete and accurate interpretation, what does it mean nonprofit organization, except political organizations engaged in political activities”, – said the head of the Committee.
“A non-profit organization, except a political party, is recognized as participating in political activity carried out on the territory of the Russian Federation if independently of purposes and tasks indicated in its constituent documents, it operates in the sphere of civil construction and foundations of the constitutional system of the Russian Federation… in order to influence the formulation and implementation of state policy on formation of state bodies, bodies of local self-government, their decisions and actions”, – stated in the text of the bill.
According to pligina, the legislative initiative was developed in response to the question, what political activity, including in the context of defining the status of “foreign agent” for NGOs.

In the draft law among the forms of political activity, in particular the participation of NGOs in the rallies and marches, in efforts “to receive result”, including the observation and formation of election commissions. “Proposed in the bill to clarify the legislation of the Russian Federation will contribute to the formation of a clear and exhaustive criteria and the concept of “political activity”, as well as the uniformity of law enforcement practice,” – noted the authors in the explanatory note.
