GORKI, February 29. Prime Minister Dmitry Medvedev instructed Deputy Prime Minister Dmitry Kozak to bring to heads of regions that they will bear personal responsibility for violation of procedure of use of funds grants allocated from the Federal budget.
“Today all hard subjects easy, and we help them give extra money. But it is necessary that every leader of our territory, our land or area, or of the Republic felt personally responsible for all financial decisions, including on the use of Federal funds. Our colleagues think in this way: that do not use this year, use next year, well there forgive will suffer, and if something prorock, we will take the decision to ease the rules. I want to pay attention that is enough”, – said Medvedev at a meeting with Deputy Prime Ministers.
According to the head of the government, not in all cases, you should forgive the sluggishness and poor performance of heads of regions.
“I urge all the governors to think about how they will be these rules to execute. And secondly, Mr Kozak (Deputy Prime Minister Dmitry Kozak), again using explain everything on the phone, through the Ministry about how these subsidies will be spent so that we have not received after some time, letters that I did not, I couldn’t help, it’s hard for us and so on. I believe that the number of exemptions that were made, should be used by regional leaders to improve and optimize its work on financial direction. If they can’t manage that, then we will discuss what to do with it, including questions of disciplinary responsibility will be to come up with relevant proposals, as was done, for example, in respect of dilapidated housing,” – said Medvedev.
According to him, this approach is well-deserved and objective.
Medvedev also told that he had signed a decree on the allocation of funds to support the regions in terms of construction and modernization of schools.
“MS Golodets (Deputy Prime Minister Olga Golodets), I want to draw your attention that I’m such a document was signed. The rules of distribution of subsidies for construction and modernization of schools have been approved, please arrange this work in case of need to give all the necessary comments on this issue in cooperation with those political forces who are actively engaged in this topic, including, by the way, and the “United Russia”, – Medvedev said at a meeting with Deputy Prime Ministers.
A ban on the transfer of the unused subsidies
The government introduces a ban on the transfer of the unused funds to the regions for the following years, said Deputy Prime Minister Dmitry Kozak.
“We, unfortunately, have a negative practice, when, for example, today is asked to verify the need for the subsidies that were granted in 2013. They are transferred from 2013 to 2014, then 2015, and now 2016. This practice these rules (approved by government decision) and stopped only once to confirm the need and then only in the presence of obligations of the subject of Federation, that he, before 1 April next year will correct the violations”, – said Kozak at a meeting Prime Minister Dmitry Medvedev with Deputy Prime Ministers.
Kozak noted that stricter conditions on the granting of subsidies for the object construction. “Permitted grants on the object construction, if there is construction in progress similar facilities that were financed with subsidies from the Federal budget”, – said Kozak.
He also said that the regions, where the change of the presiding officer, is entitled to apply to the government with a request to extend until 1 September of the following year deadline for elimination of the revealed violations of obligations on use of the subsidies.
72.2 billion roubles
Last year, the regions not used to 72.2 billion roubles, provided to them in subsidies from the Federal budget. As reported, Russian Deputy Prime Minister Dmitry Kozak at a meeting with Prime Minister Dmitry Medvedev, in accordance with the new order introduces transitional period for the return of such funds to the Federal budget. In addition, the heads of regions will be held personally accountable and give a written explanation for the unused subsidies.

“As of 1 January 2016 was unused to 72.2 billion roubles, provided in 2015 of subsidies from the total 428 billion roubles,” he said. “You signed today a decree on amendments to decree No. 999; only the current year introduces transitional provisions which provide for a reduction in 2016 of up to 30 percent of the volume of subsidies in 2015, which are refundable to the Federal budget in case of default of the relevant obligations,” he said.
He noted that from next year such transitional preferential conditions to act will not. “One hundred percent of subsidies that were granted in the previous year, in the event of default, will be returned to the Federal budget”, – said Kozak.
Deputy Prime Minister informed that this year, the government has approved the extension of the term for elimination of deficiencies in connection with defaults on grants allocated from the Federal budget last year. He said that this period extended from April 1 to September 1, 2016.
“But such an extension is possible only with the provision of the Federal bodies of Executive power of the written justification of the occurrence of a material adverse impact on the socio-economic situation of subjects of the Russian Federation. And subject to written obligations of the higher officials of subjects of Federation that they in this period will eliminate the violations. In the absence of such justifications, and such obligations the exemption from financial responsibility and the postponement of the implementation of the commitments will not be”, – said Kozak.
Kozak noted that this year the results of work on elimination of the revealed violations in the use of grants should be announced in the period up to 1 may. “Then determined the total amount of subsidies that are subject to refund. Where will be performed the obligations, subsidies are non-refundable,” he said.
