MOSCOW, March 2. The Federation Council approved on Wednesday a law that equates rally to the demonstration, and the installation of campaign tents or Cuba – to picket.
“The law eliminates the legal uncertainty that often arise during the organization and holding of public events in the form of new forms of actions”, – said the Deputy Chairman of the Federation Council Committee on constitutional legislation and state construction Lyudmila Bokova.

The document, in its words, “clarify the conceptual apparatus of the” law “On assemblies, rallies, demonstrations, processions and picketing”. In particular, it relates to demonstrations of “public actions with use of vehicles” (caravans).
The law also clarifies the rules of the event, “installation of prefabricated demountable structures”. “Such events will be treated to picket,” – said Bokova. Thus, if a single participant of the picket (not requiring notification) intends to use of prefabricated collapsible design in conducting their campaign, it is mandatory to undergo the procedure notice not later than three days prior to the picketing, said the Senator.
According to the state Secretary – Deputy Minister of internal Affairs of the Russian Federation Igor Zubov, the law provides no interpretation of the notion “pre-fabricated demountable structures”, however, “experience has shown that tents, campaigning in Cuba, shields, structures that impede movement, which is installed on green areas and so forth.”
