Medvedev, being the President of the Russian Federation, became the initiator of introduction of such practices. For the first time the Prime Minister (then this post was held by Vladimir Putin) made a similar report to the deputies on 6 April 2009. “April theses”, as called in the media the government’s report to the deputies, were the totals of his work as Prime Minister for a year, and answers to topical questions related to the economic crisis.
