The fine was imposed on NCC in may 2015. At that time the national system of payment cards (nvqs) only chose the brand for their card. To release the banks began in December of 2015. The provider filed an appeal against the decision of Rospotrebnadzor, but it was rejected.

All other fines have been cancelled. In two decisions of the appellate courts noted that penalized merchants do not accept cards at a time when they were not yet released. In the third case has not been proven that the customer has tried to pay by card.
