The Federal security service (FSS) has developed a draft decree of the President of Russia which gives it the right to confiscate land for public use. The document provides for amendments in the Statute on the Federal security service, published on the Federal portal of projects of normative legal acts.
FSO offers to give her the authority to make “decisions about withdrawal of land plots for state needs for construction and reconstruction of objects of Federal value, corresponding to the responsibility of the FSO of Russia”, and also to carry out “the seizure of land for state needs”.
In the explanatory note to the document States that the innovation is aimed at implementing the provisions of the Land code. “Empowering the FSO of Russia the authority to adopt decisions on the withdrawal of land plots for state needs for construction and reconstruction of objects of Federal significance aimed at implementing the provisions of the Land code of the Russian Federation”, — the authors explain the project. They clarify that the implementation of the decree “does not require increase in the strength of FSO of Russia and the allocation of additional funds from the Federal budget.”
