The media learned about the proposal of the MAYOR to think about the unfreezing of pension accruals


The Ministry of economic development in response to the request of the Association of pension funds (ANPF) has indicated that it considers expedient to consider the unfreezing of pension accruals with the condition of temporary reduction of tariffs of insurance contributions to the funded pension system, said on Tuesday “Interfax” citing a source familiar with the position of the Department.

ANPP has written to the MAYOR of the relevant proposals in early July, the Agency said. According to the interlocutor of “Interfax”, the Ministry has examined the proposal and sent it to the Finance Ministry to consider it at formation of parameters of the draft budget of the Pension Fund of Russia and the Federal budget for 2017 planned 2018 and 2019. The source of the Agency noted that while the government had not taken any decision to extend the moratorium on the transfer of insurance contributions to the funded pension for those years.

In 2014, Russia introduced a moratorium on the transfer of pension savings of Russians in private pension funds (NPF). A decision the government took in the fall of 2013, with then Finance Minister Anton Siluanov promised that the pension savings are frozen only for a year. In the summer of 2014, the government extended the freeze of pension savings for another year, and in the fall of 2015 it has been extended to 2016.

In early June, Deputy Prime Minister Olga Golodets said that the government has no plans to unfreeze their pension. In July, “Interfax” with reference to the source reported that three-year projections of the Federal budget include extending the freeze of pension savings of up to 2019.
