The state Duma on Wednesday adopted the law on the suspension of the agreement with the US on plutonium disposition. Voted 445 deputies, one abstained. MPs supported the decision with applause.
The law suspends the agreement between the Russian government and the U.S. government on the utilization of plutonium, declared as plutonium no longer required for defence purposes, handling and cooperation in this region, signed by the parties in 2000, and protocols. This is necessary “in connection with a fundamental change of circumstances, the threats to strategic stability in a hostile action” in the United States against Russia and of America’s failure “to fulfil obligations for the disposal of excess weapons plutonium”, referred to in the text of the law.
To renew the agreement the Russian side will agree, subject to certain conditions. This reduction of the military infrastructure and the number of the number of US troops deployed on the territories of countries — members of NATO the North Atlantic Treaty Organization (NATO), which came into NATO and the refusal of the US hostile policy against Russia, which should be expressed in the abolition of the “Magnitsky act”, to repeal all sanctions against Russian entities, businesses and individuals.
In addition, for renewal of the agreement Russia demands U.S. compensation for damages suffered as a result of the imposition of sanctions, and “a clear plan of irreversible disposition plutonium under the agreement.”
