The media learned about the claims of the FSB to “Rostechnadzor” with the implementation “of the law Spring”


At meeting in Minpromtorge on Monday, November 21, Corporation rostec had to present their solution to store the data of all operators in the framework of anti-terror “package of Spring”, write “Vedomosti”. However, as said the publication of the meeting, before the case came because the FSB and the Ministry of industry and trade and the Ministry of communications had presented many questions to the idea of the project.

A source in the FSB told the newspaper that the security services have to the project “Rostec” organizational and legal issues. Under current law, operators can not transmit data of its subscribers, not only third parties but also to each other, the source said, therefore, to the implementation of the “Rostec” you want to make changes in the laws.

In addition, the FSB indicated at the meeting that the creation of a single repository is unsafe, because it creates additional threats for data breaches. The meeting also said that the representative of the Ministry of communications, storage of subscriber data according to the law can only deal with Telecom operators.

In the end, as told by two companion publications, the Ministry has sent the draft for revision, instructing “the Corporation” to prepare a detailed estimate of its value and risks.

The FSB proposed a storage option requiring the extension of equipment of the system of operative-investigative activities (SORM), which are already installed in the network. Another storage option, using the infrastructure of custom search engine “Sputnik”, offered “Rostelecom”, the newspaper said.

Another participant of the meeting told the newspaper that the adopted decision does not mean that Rostec “given up”: the solution can be used “in one form or another” after revision.

In September, the head of the state Corporation “rostec” Sergey Chemezov has suggested that mobile operators MTS, VimpelCom, MegaFon and Rostelecom to create a system of data processing centers (DPC) for the implementation of “Spring package”. “The offer we made. We are ready to create a database to store the data with all operators. This does not mean that 100% will belong to the state. We are ready to work together with the “MegaFon”, MTS and “Beeline”, “Rostelecom”, — he said then. Chemezov added that the data center can be a joint enterprise in which to invest all interested companies.

2 November the press Secretary of the President of Russia Dmitry Peskov commented on the publication “Vedomosti”, which stated that regulations to the anti-terrorist package of amendments to the “law of Spring”, not ready in time, as President Vladimir Putin instructed to prepare them by 1 November.

Peskov said that the government is working on preparation of secondary legislation on the “Spring package”. “Really, maybe not all formulirovka, but the work is done”, — said the representative of the Kremlin. Peskov also said that, in his opinion, “we cannot say that it [the work on the preparation of acts] is not fully satisfied”.

The package of anti-terrorist amendments proposed by MP Irina Yarovaya and a member of the Federation Council Viktor Ozerov, provides for the mandatory storage operators large amounts of data. It will come into force from 1 July 2018. Operators will have to keep the servers full traffic of all of its subscribers for a period of up to six months, and information about their connections within three years.
