Elections in Moscow will abandon universal primaries

Open and closed primaries

In the run-up to municipal elections in the capital in 2017, most likely, will not be primaries to all comers, regardless of political affiliation, said a source in United Russia. “Municipal elections will be held in 124 districts. To administer all this is a very complex task,” explains the source, rejecting the idea of a citywide primaries for the 2014 model year before the elections to the Moscow city Duma. This information was confirmed by a second source in the ruling party.

In 2014 for the organization of primaries, it was created the movement “My Moscow”. The selection was invited to participate to all comers, whether members of United Russia, the opposition or non-partisan citizens. Formally the site of “My Moscow” was created by members of the public: Dr. Leonid Roshal, singer Valery Syutkin, businessman Mikhail Kusnirovich and others. However, sources told that the idea belongs to the city authorities. In the primaries “My Moscow” was attended by members of the “United Russia”.

According to the organizers, then voted by 200 thousand people. In the list of the 45 winners included 16 deputies of the Moscow city Duma from the “United Russia”, three representatives of the opposition and numerous state employees.

This time on the eve of municipal elections the United Russia party plan to limit intra-party primaries.

The head of the Moscow branch of the party of power, Andrei Metelsky, said Friday, January 13: “what is the (municipal elections) is different from the elections to the State Duma, Moscow city Duma, some other form of elections? In fact, by and large, the primaries — not the worst situation, associated with the discussion related to the candidates” (quoted by the Agency “Moscow”)”.

According to the head of the Executive Committee of the Moscow branch of “United Russia” Oleg Smolkina, pre-vote provided by the Charter party and “now there are intra-party consultations over the timing of [the primaries in Moscow] and their models”. The decision will be made in February.

The Charter of “United Russia” provides for four models of the primaries. The most open of them when to vote for “candidate in candidates” can any citizen — was used before the elections to the state Duma.

Primaries “My Moscow” was the idea of the city authorities and rejected it, says editor in chief of IA “Mossovet”, ex-the Deputy of Moscow city Council Yury Zagrebnoy. According to him, the failure may be related to the fact that the attraction to the candidates of the people, including their competitors, reduces the results of the ruling party in the elections.

Elections will not take

According to information, earlier in the Moscow mayor’s office discussed the idea of moving the municipal elections from September 2017 to March 2017. Press Secretary of the mayor of Moscow Gulnara Penkova has denied that discussion. A source close to the Kremlin, said that the city authorities had previously rejected the idea of postponement of the municipal elections to an earlier date. “No plus power, it [postponement of elections]. The feasibility of the transfer is not” — said the source .

A member of the Communist party faction in the Moscow city Duma Leonid Zyuganov said that the idea of primaries is discussed in the Communist party, but always fails “come to a positive decision.” “It is unclear why making choices before the election. For EP, the primaries are an opportunity to promote their candidates, we have no administrative resource. Although I would participate in the primaries of the Communist party”, — said Zyuganov.

Municipal Deputy district of zyuzino Konstantin Jankauskas believes that primaries need government to “minimize the appearance” on elections of municipal deputies. “Most likely, their conduct before the holidays to introduce residents to the misconception that they can vote now, and in September not to go,” said Jankauskas.

In Moscow more than 1.5 thousand municipal deputies. They agreed lists of courts, district parks and gardens for landscaping, the placement of kiosks and summer cafes, garages and churches, the issuance of a gpzu for the construction of less than 1.5 thousand sq. m. Munday can write requests to the authorities, which they are obliged to answer within one month. The previous municipal elections in Moscow was held the same day as the presidential election on March 4, 2012. All municipal councils, except in the Shchukino district, were elected for five years. In Shchukino municipal elections took place on 18 September 2016, the same day as voting in the state Duma.
