MOSCOW, June 16. /TASS/. The Bank of Russia intends to obtain the ability to block outside Runet phishing sites and sites not granted a license of Forex dealers. “We now have the ability to block, more precisely, to initiate withdrawal of delegation of sites in domains .ru, .su and .the Russian Federation, but to other domains we can not yet do. Blocking phishing sites with foreign hosting service or resources that don’t have a Russian license, such as Forex dealers, is a question primarily of protecting the rights of consumers,” he said.
If a foreign legal entity provides services, for the provision of which in Russia a license is required, but to get it to work on the set in Russian regulations, the company didn’t think her site it is advisable to make them inaccessible to users on the territory of Russia, said Sychev. “Legal structure that allows it to do, now is in 149-FZ “On information, information technologies and about information protection”, which stipulates the procedure for extrajudicial blocking of sites through entering them in the register of Roskomnadzor (the Unified register of domain names, indexes pages sites network “Internet” and network addresses allowing to identify websites containing information whose dissemination in the Russian Federation is prohibited – approx. ed.). The development of the draft amendments to the law will lead the Ministry of communications of the Central Bank has already sent the Ministry suggestions in this part.
