The self-proclaimed head of the Donetsk national Republic (DND) Alexander Zakharchenko announced the establishment of the new state under the name of little Russia, which, according to him, is the successor of the former Ukraine.
“We, the representatives of the regions of the former Ukraine, except Crimea, declare the establishment of the new state, which is the successor to the Ukraine. The new state will be called Ruthenia, as the very name Ukraine discredited itself,” said Zakharchenko to journalists (quoted by “Interfax”).
The capital of the Ukraine, according to Zakharchenko, the selected Donetsk, while Kiev will become the historical and cultural center.
In a press-service of the head of DND Alexander Zakharchenko RBC confirmed the statements about the creation of the new state of the Ukraine. “Indeed, such a statement was made,” — said the interlocutor of RBC in the press service.

On the website “news Donetsk Republic” message appears, which States that the decision on creation of the Ukraine was made jointly by the authorities of the DNI and LC. However, the reaction of official representatives of the LC is not yet available.
On the official site of the DNI stated that, in accordance with the signed in Donetsk, the political Declaration, Ruthenia will consist of 19 regions of the former Ukraine.
“Little Russia is a Federal state with broad autonomy of the regions. Law of regional languages will be kept, the state flag recognizes the flag of Bohdan Khmelnytsky” — quoted constitutional act of the acting Deputy Chairman of the Council of Ministers DND Alexander Timofeev.
In turn Zakharchenko said that the plan for the establishment of the Ukraine provides for a “reintegration of the country through the law and the Constitution”.
“We must build a new country where not forgotten the concept of conscience and honor. We offer the people of Ukraine a peaceful way out of the difficult situation, without war. This is our final offer, not only Ukrainians, but also to all countries that supported the civil war in the Donbass,” — said Zakharchenko.
According to him, for the next three years, in order to avoid chaos, the new government plans to introduce a state of emergency during which it is prohibited the activities of any party.

“At the same time start the investigation with the assistance of the international community on the crimes in Odessa on the Maidan in the Donbass. This solution matured long ago, but all the time, and exactly today, we offer the option that will stop the war,” — said Zakharchenko.
Zakhar Prilepin, who is on the DNR website named Advisor to the head of the Republic, announced the creation of the Ukraine on his page in the network Facebook. In his communication, the writer, who left to serve in the army DND, also quoted in Donetsk adopted the constitutional act, in accordance with which to build a new state is planned on the principles of non-aligned status, recognition of the legitimacy of the Crimean referendum, resume participation in the CIS rehabilitation of the Soviet legacy and system denazification.
The new government also intends to take “a course on the accession to the Union state of Russia and Belarus, while preserving the independence and sovereignty” and at the same time to keep the visa-free regime with the EU.
The main principles included the fight against corruption and oligarchy, the introduction of the ban on the sale of agricultural land and the rejection of political parties by introducing “elements of direct democracy.”
In addition, the new government intends to refuse to pay debts “the power of the Maidan” and to introduce criminal liability for attempts to revise the results of World war II and the glorification of Bandera.
Former speaker of the Parliament DND Andrey Purgin in an interview with RBC has called the allegations about the creation of little Russia “profanation.”
“This is a political statement that has no basis. In General, DNR to the Ukraine is irrelevant. Little Russia was the Polish autonomy. South-East of Ukraine was part of the Donetsk-Belarus Republic, which was part of Russia. In principle, we can join anything, but in my opinion, is unprepared initiative”, — said Purgin.
In his opinion, the statements of Alexander Zakharchenko will not entail termination of the negotiations of the Minsk group. “This political platform must exist. This is unlikely to affect the Minsk group, it is a process that can last many years without a certain result, as this is a diplomatic space,” said Burgin.
The creation of a new state of the Ukraine is a violation of the Minsk agreements from a formal point of view, said RBC assistant Professor, Russian state humanitarian University, an expert on post-Soviet space Alexander Gushchin. “This is a continuation of the numerous violations that have been before. The Minsk process has not just stalled, but is almost dead,” — said the expert.
According to him, Zakharchenko’s statement on the establishment of the Ukraine — a sign that the situation in Donbass will develop according to the scenario of a frozen conflict. Another reason for the proclamation of the Ukraine — the desire of the republics to remind myself, so the theme of the DPR and LPR in the last time I went to the second plan indicates Gushchin.
Under the arguments about the creation of the Ukraine is “a strong ideological basis”, this word is consonant with the new Russia, says the expert. The creation of a new unified state structure, even if unrecognized, will allow DNR to attach to the LC and to transform the two republics “to a more manageable single mechanism,” said Gushchin.
The little Russian province was created in the Russian Empire in 1764, after the liquidation of Hetman. In the years 1765-1773 administrative center of the province was the city of Hlukhiv, then the center was briefly moved to Kozelets, and 1775 in Kiev. However, already in 1781 the little Russian province was divided into Novgorod-Seversky, Chernigov and Kiev province.
In 1796, the little Russian province was recreated, and this time it included not only the territory of three governorships, but also the surroundings of Poltava and Kremenchug. At the same time from the province was withdrawn Kiev, whose place as provincial center took Chernigov.
In 1802, the little Russian province was divided into Chernihiv and Poltava provinces included in the little Russian General governorship, which was later attached to Kharkiv province. The residence of the Governor-General to 1837 was Poltava, and from 1837 until the abolition of the governorship in 1856 — Kharkov.
After 1856, the name “little Russia” until 1917 semi-formal has been used to collectively refer Volyn, Kyiv, Podil, Kharkiv, Poltava and Chernihiv provinces.
